Since 1.14, the firework boost for elytra triggered by non-exploding fireworks is terminated upon collision with an entity

Since 1.14, colliding with an entity while utilizing a firework boost for the elytra cancels the boost. This change is probably related to the introduction of fireworks exploding upon contact with a block or entity. However, non-exploding fireworks pass through entities without detonating upon collision with a block. Thus, the unexpected cancellation of the elytra boost upon colliding with an entity seems peculiar.

Steps to reproduce

  1. Generate a floating iron golem using the command below:
    /summon minecraft:iron_golem ~ ~ ~ {NoAI:1b}
  2. Soar gracefully using an elytra
  3. Utilize a firework rocket without detonation to propel yourself forward
  4. Swiftly glide towards the iron golem

Observed outcome: The firework boost was canceled despite the firework rocket not exploding.
Expected outcome: Given that the firework rocket doesn't explode, the boost shouldn't be canceled.
