Shovel prioritizes creating dirt path over shield

Related to MC-270047, a previously resolved issue, is the current behavior where holding a shovel alongside a shield in your offhand results in prioritizing the creation of a dirt path over shield blocking upon right-clicking. This becomes particularly evident when mining dirt or grass blocks and then encountering an attacking entity; attempting to block with the shield will instead trigger the creation of a dirt path.

Steps to reproduce

1. Hold a shovel in your mainhand
2. Hold a shield in your offhand
3. Look at a grass block, dirt, coarse dirt, podzol, mycelium or rooted dirt
4. Right click

Observed outcome: A dirt path was formed.
Expected outcome: You should engage the shield for blocking.
