Mob pathfinding does not consider nether portals, end portal blocks or end gateways as obstacles

Relates to MC-96319 and MC-181565. Mob pathfinding ignores nether portals, end portal blocks and end gateways, which can result in them unintentionally changing dimensions and becoming unable to attack the player. This may be intentional, as many players likely use this mechanic.

Steps to reproduce

1. Enter the end

2. /execute positioned 0 0 0 positioned over motion_blocking run tp @s ~ ~-3 ~-3 40 0

3. Defeat the Ender Dragon if it is still alive
4. Be in survival mode
5. Look at an enderman

Observed result: The Enderman did not avoid walking into the end portal, rendering it unable to attack you.
Expected result: Mob pathfinding should avoid portal blocks to prevent unexpected dimension changes and ensure they continue targeting you.
