Including fall damage in #minecraft:bypasses_invulnerability does not allow creative mode players to take fall damage, except when they are riding specific entities

When fall damage is included in the #minecraft:bypasses_invulnerability damage type tag, entities with the Invulnerable NBT tag will experience fall damage as anticipated. However, players in creative mode will not incur fall damage unless they are riding certain entities such as horses (not pigs and striders, inexplicably). Additionally adding this damage type to the tag allows players in creative mode to take damage from teleporting with an ender pear as expected.

Steps to reproduce

  1. Install the attached datapack
  2. Try to take fall damage by falling from a height in creative mode
  3. Tame a horse
  4. Ride the horse
  5. /execute on vehicle run tp ~ ~10 ~

Observed outcome: Fall damage was not incurred in creative mode, although it was experienced while riding the horse.
Expected outcome: In creative mode, one should consistently be susceptible to fall damage, regardless of riding any entities when fall damage is in #minecraft:bypasses_invulnerability.

Note: Most other types of damage work fine in creative mode, including kinetic damage when gliding with an elytra against a wall, if the corresponding type of damage is added to the tag.
