Hoe prioritizes tilling over shield

Relates to MC-270047, which was fixed. When you have a hoe in your main hand and a shield in your off hand, right-clicking will prioritize tilling the block you're facing. This is especially noticeable for players who wield the hoe as a weapon because of its fast attack speed. This behavior might be intentional.

Steps to reproduce

1. Hold a hoe in your mainhand
2. Hold a shield in your offhand
3. Look at a grass block, dirt, dirt path, coarse dirt or rooted dirt
4. Right click

Observed outcome: The hoe was utilized.
Expected outcome: Shield blocking should occur.
