Composters do not play the emptying sound when a hopper transitions its level block state from 8 to 0 to obtain bone meal

Relates to MC-169679.
The only sound ever played is the sound of a hopper removing the contents of a composter.
Apparently, this has never been the case. When a hopper alters a composter's level block state from 8 to 0 to obtain bone meal (potentially deleting it due to MC-175090), the composter does not emit the minecraft:block.composter.empty sound, unlike when players right-click the composter.

Steps to reproduce

1. Place a hopper
2. Place a composter on top of it
3. Set the level block state to 8 by composting items or using a debug stick

Observed result: When the hopper empties the composter, the minecraft:block.composter.empty was not played.
Expected result: The minecraft:block.composter.empty should play when the hopper empties the composter.
