Creative flying state is preserved post-teleport, even if the teleport puts the player on the ground

Edit: My memory must be failing; teleporting has always worked this way (tested in 1.20.6 and 1.18.2). So I guess it's probably intended?

After teleporting while in the creative flying state, the player will remain flying, even if the teleport set them on the ground. Teleporting did not use to work this way. This has been tested with the teleport command, ender pearls, end portals and end gateways.

To reproduce

1. While standing on the world surface, enter creative flight

2.  /execute positioned over world_surface run teleport @s ~ ~ ~

3. Press space
   You will fly upwards, even though you are apparently on the ground
