Summoning any entity with rotation causes it to be rotated incorrectly
Summoning any entity with {Rotation:[]} NBT causes it to be rotated incorrectly.
To reproduce
Run this example command:
/summon block_display ~ ~ ~ {block_state:{Name:"bedrock"},Rotation:[90f,0f]}
The summoned block is not properly rotated initially, but after some time the rotation updates and fixes itself.
