Leads cannot pull boats with players inside

The Bug:

Leads cannot pull boats with players inside.

Steps to Reproduce:

1. Get a player to enter a boat.
2. Attach a lead to the boat and attempt to pull it.

Observed Behavior:

Leads lose attachment and drop once players get too far away for the said boat.

Expected Behavior:

Leads would be able to pull boats with players inside.
