Minecraft Crafters and Copper Bulbs have a 2 tick delay, when its supposed to be a one tick delay one tick delay

Minecraft Crafters and Copper Bulbs have a 2 tick delay, when its supposed to be a one tick delay one tick delay. I did some testing, and this bug was created in 23w46a, where now instead of it being a one tick delay, its 2 ticks, i dont know why this happens, but please fix.
