Unable to equip 15th Anniversary Cape; claiming resets upon page refresh

I'm able to claim the 15th Anniversary Cape, but when I go to the Minecraft.net skin changer page like the tutorial page recommends, the cape does not show up to equip. Additionally, when I reload the cape claiming page it shows the claim button again meaning I have to claim it again. This has happened about 15 (lol) times and each time it says I've successfully claimed it but when I reload the page, it's not claimed. I tried looking for help articles and found nothing.
