Buried Treasure Maps Act As Maps

I am playing on a Hardcore mode, I did not change any of the gamerules. Three times now, I have tried to use a Buried Treasure Map and the map is used as a normal empty map (ie, does not show the X for buried treasure, and just shows the surrounding chunk). I can't seem to get this to work.
