Passive mobs don't spawn in Superflat tunneler's dream

Setting a world to superflat with a biome set to Flower Forest (minecraft:flower_forest) causes no passive mobs to spawn (not including bees from hives)

 

I tested this both with changing the biome on the Tunnelers' Dream preset and the default preset after I realized something was up.
