Piglins cannot break their crossbows

Steps to Reproduce:
1. Summon a piglin with a crossbow that only has 1/465 durability: /summon piglin ~ ~ ~ {IsImmuneToZombification:1b,HandItems:[{id:"minecraft:crossbow",count:1,components:{"minecraft:damage":464}},{}]}
2. Go into survival mode without gold armor.
Observed Result:
The piglin's crossbow does not break
Expected Result:
The piglin's crossbow should break, and the piglin switches to melee combat
