Riptide not working

Riptide enchantment not working

What I expected to happen was...:
Me to propel fast into the air. It was raining.

What actually happened was...:
I just tumbled and kept staying on the same place.

Steps to Reproduce:
1. Make sure there is a trident enchanted with riptide (any enchantment level).
2. Make sure it is raining or thundering (/weather rain <or> /weather thunder).

3. Make sure you have an elytra attached.

4. Look to the sky, and throw the trident.
