Copper bulb doesn't same thing than other redstone components

Copper bulbs not working at 1 tick speed, that change's ruin that component and maybe the intire 1.21 update, a lot of cool things could do with copper bulbs before 23w46a snapshot, but now this component are just another one like note block, but is not a note block
