Crash when randomized_int_state_provider is applied to blocks lacking the property

Steps to Reproduce

1. Create a world with the attached datapack
2. Give yourself a bow enchanted with minecraft:crash
3. Shoot a block

Expected Result
No crash occurs.

Actual Result
Game crashes.

Related to MC-271468 (and credit to the reporter for making the base of the pack). Note, 1.20.6 might be affected as well (as this is not a newly introduced code).
