Hay bales invisible when i /place to place a village

When i use /place to create a Village there will be no hay bales and randomly something like barrier blocks but more glitchy instead. i tried /setblock to set them into air and that worked i also tried placing other blocks in them and even if i put say sand it would turn into hay bales. it also resets when you leave / rejoin.
