Riptide Enchantment not working correctly on Tridents

When using Riptide on a Trident and being in the water to propel you, it only does its respective animation and sound effect, but doesnt propel you if you are completely in the water or are covered with only 1 block of water underneath.

This bug happens with every Riptide Enchantment Level.
