Channeling tridents no longer summon lightning bolt every time hitting lightning rod under thunderstorm

The bug
When the weather is thunder, throw a channeling trident at a lightning rod does not summon lightning bolt most of the time, which is different from the previous versions.

How to reproduce

1. Set the weather to thunder
2. Place down a lightning rod at a place that normally can catch lightning
3. Get a trident with channeling
4. Repeatedly throw the trident at the lightning rod
   lightning bolt is not summoned most of the time
