Breach and Density enchantments aren't mutually exclusive

Summary

The Breach and Density enchantments aren't mutually exclusive, which is currently not made on Java, but it is on Bedrock right now, creating a parity issue.

Steps to Reproduce:

1. Get an anvil, place it down.
2. Get a Density and Breach enchantment books.
3. Get a mace.
4. Put it together in an anvil.

Expected Result
The enchantments shouldn't be combined and are mutually exclusive.

Observed Result
The enchantments still can be combined and are mutually exclusive.
