Slimes not dropping slime balls

Slimes are not dropping slime balls. I have tried killing slimes with a sword with flame and looting III as well as a bow with flame, so I wondered if that was the issue.  However, I killed several slimes with a shovel as well, but that also did not yield any slime balls.

Is this intentional? Let me know if any  other information is needed.
