Recipe unlocking toasts can appear before the world is fully loaded

Discovered while testing MC-270971 and MC-270972.

The bug

When loading a world from prior versions (notably pre-1.12) with items in the inventory which would result in new crafting recipes being unlocked, these toasts are shown while the panorama is still active (see also MC-270262).

How to fix

Only allow advancement and recipe toasts to appear when the panorama goes away.
