Unexplained Block Placement Glitch (minor annoyance)

I was building something to put mushrooms in when I came across this weird glitch preventing me from placing blocks when at a certain height. The video attached puts it all in one. I have NO idea how or why this happened, hope this video helps you explain it. Sorry for bad quality and recording lag!
