Evokers do not target the sheep they want to dye

Summary:
Evokers do not target the sheep they want to dye. It would be expected that they do that, since they do not attack players or villagers while dying a sheep.

Steps to reproduce:

1. /setblock ~ ~ ~ minecraft:repeating_command_block[conditional=false,facing=up]{Command:"execute as @e[type=minecraft:evoker] on target run say hi",SuccessCount:0,TrackOutput:1b,UpdateLastExecution:1b,auto:0b,conditionMet:0b,powered:0b}

2. Spawn an evoker.
3. Spawn a sheep.
4. Dye it blue.

Observed results:
There will never be a chat message by the sheep, since the evoker doesn't target the sheep that it wants to dye red.

Expected results:
There should be a chat message by the sheep, since the evoker should target the sheep it wants to dye.
