Taking damage from a lightning bolt doesn't cause the camera to tilt towards the lightning bolt

Summary:
If you take damage from a lightning bolt, the camera tilts into the direction that it tilted last time due to MC-259212 instead of to the lightning bolt.

Steps to reproduce:

1. Go into survival mode

2. /effect give @s minecraft:resistance 30 4 true

3. /summon minecraft:lightning_bolt ^ ^ ^1

4. /summon minecraft:lightning_bolt ^ ^ ^-1

5. /summon minecraft:lightning_bolt ^1 ^ ^

6. /summon minecraft:lightning_bolt ^-1 ^ ^

Observed results:
The camera always tilts in the same direction regardless of where the lightning bolt was.

Expected results:
The camera should tilt towards the lightning bolt.
