Mobs with Weaving do not replace sculk veins with cobwebs upon dying

The bug

If a mob with the effect Weaving dies, sculk veins will block the formation of any cobwebs, despite sculk veins being a block that can be replaced.

How to fix

Adding minecraft:sculk_vein to the #minecraft:replaceable block tag (i.e. fixing MC-261616) will resolve this issue.
