1. Create always active repeating command block.
2. Write this in 1.s command block:

execute as @e[type=minecraft:skeleton] run item replace entity @s weapon.mainhand with minecraft:iron_sword[minecraft:max_damage=2]

3. Write this in the chat box:

/give @s minecraft:netherite_sword[minecraft:enchantments={levels:{'looting':255}}]

4. Kill a skeleton.
