Switching from creative to spectator slows down player movement up and down since version 1.20

Summary:
Fast switching from creative to spectator slows down player movement up and down since version 1.20. This helped, for example, to move all the time in flight mode, but now it slows you down when switching to creative-spectator, but only vertically, not horizontally.

Steps to reproduce:

1. Run two commands:

   /setblock ~1 ~ ~1 repeating_command_block[facing=up]{Command:"/gamemode spectator @p"}
   

   /setblock ~1 ~1 ~1 chain_command_block[facing=up]{auto:1b,Command:"/gamemode creative @p"}
   

1. Activate the repeating command block.
2. Move up, down and horizontally.

Observed results:
The player slows down when moving up and down, but not horizontally.

Expected results:
The player does not slow down when moving up, down, like in 1.19.4
