Skins feature non-functional on my account

Skins do not show for anyone or myself in both Single player and Multiplayer

I have tried multiple re-installs and flushed network configurations with no luck

This issue happens on another computer as well but I have not tested anything else

There are no family settings on my MS account and all content is turned on in XBOX

 

Oddly enough the attachments show Steve but the in game SC shows a modern skin
Any ideas? I tried contacting support already and was told "submit a bug report"
I feel this may be isolated to my account but am interested in seeing if anyone else has the same issue.
