Cobwebs doesn't get placed in the air after killing a mob with the Weaving effect. This is inconsistent with Bedrock's behavior, where it can get placed in the air.

Steps to Reproduce

1. Create a new world (preferably Flat world)
2. Spawn a mob
3. Throw a splash potion of weaving on it
4. Kill the mob

Observed Result
The cobwebs only get placed on the ground.

Expected Result
The cobwebs can be placed in the air after killing the mob with weaving effect.
