Skeletons with multishot bows only shoot one arrow

The Bug

Since 24w09a, bows with multishot will shoot 3 arrows when used by the player; this behavior does not carry over to skeletons or other mobs wielding bows.

Reproduce

• Summon a skeleton with a multishot bow by running /summon skeleton ~ ~ ~ {HandItems:[{id:"minecraft:bow",count:1,components:{"minecraft:enchantments":{levels:{"minecraft:multishot":1}}}},{}]}
• Let it shoot you

Observed Behavior

Only one arrow is fired.

Expected Behavior

Three arrows are fired.
