Saved Hotbars don't actually get saved

So when you try to save a hotbar in version 24w14a and then try to open the hotbar in 1.20.4 it does not appear in the version (Does not contain the stuff from the snapshot).

This happens with any and all stuff including pre 1.20.4 stuff
