debug stick should turn vaults ominous but it looks like it works but can only be unlocked with trial key

What I expected to happen was...:
for the vault to turn ominous

What actually happened was...:
the textures changed but still regular vault

Steps to Reproduce:
1. get a debug stick
2. set vault to ominous
3. test a ominous key and it will not work
