Non-tipped arrows with potion_contents component apply effects and are not consumed by Infinity bows

Summary
MC-270296 can be used to obtain a regular/non-tipped arrow with potion effects. This arrow, when shot, applies the said effects. In addition, shooting such arrow does not consume the arrow when the bow used is enchanted with Infinity, unlike with tipped arrows. The two, combined together, can be used to shoot infinite number of arrows with effects (which was previously impossible), breaking the game balance.

Note: although questionable, this feature might be intentionally designed as such for use by data pack makers.

Steps to Reproduce

1. Get a regular arrow with potion_contents component (via ominous trial spawner or command)

   /give @s arrow[minecraft:potion_contents="poison"]

2. Get a bow
3. Shoot the arrow
4. Get an Infinity-enchanted bow
5. Shoot the arrow

Expected Result
Either the arrow does not apply effects, or the arrow is consumed when using Infinity bows.

Actual Result
The arrow applies effects and is not consumed when using Infinity bows.
