Unable to properly split stack of oversized bundles

Bundles which have a max_stack_size value higher than one can't be split in any GUI interfaces. When trying to preform a stack split when the item is in a GUI slot, nothing happens.

Steps to Reproduce:

1. Get a stack of bundles higher than 1

   /give @p minecraft:bundle[minecraft:max_stack_size=99] 99
   

2. Open inventory
3. Hover over the stack with no items in your cursor
4. Right click

Observed & Expected Results:

- The item stack is not split, despite no other function being possible.
- Because nothing can be inserted into the bundle, the next possible interaction with the item stack would be to split it in half.
