Wind Burst can be obtained from chest and fishing loot

The Wind Burst enchantment can be obtained from loot outside of ominous vaults, such as from strongholds, mineshafts, and fishing.

To reproduce, run /loot give @s loot minecraft:chests/stronghold_library until you get a Wind Burst book. The same can be done for any other structure's loot table that generates enchanted books (except bastion remnants which exclusively generate Soul Speed), but stronghold library chests have the highest chance of generating an enchanted book.

To reproduce for fishing, run /loot give @s loot minecraft:gameplay/fishing/treasure until you get a Wind Burst book.
