enchant problems

In this snapshot minecraft have problems with enchanted book

so the problem that is, by using anvil you can enchant any item, block, armor, tools with any enchant

lets say "protection" book should be used only for armor but in this snapshot you can enchant anything with that

so basically similar problem to minecraft version 1.14/1.14.2
