execute on owner doesn't work when owner and the base entity(wolf) are not in same dimension.

Execute on owner doesnt when the wolf and me the owner are in different dimension. I have forceloaded the chunk using commands so it is not a loading issue. and this command
`/execute as @e[type=minecraft:wolf] if data entity @s Owner run say hi` says hi as said. and the ```
/execute as @e[type=minecraft:wolf] if data entity @s Owner on owner run say hi
``` doesn't work.
