Killing a mob with Weaving effect places cobwebs even if mobGriefing is disabled

Summary
mobGriefing game rule disables most mobs from placing or changing blocks. However, the new Weaving effect does not check this game rule.

Steps to Reproduce

1. Create a world with 1.21 experiments enabled
2. Run /gamerule mobGriefing false
3. Summon mobs
4. Apply Weaving status effect to them
5. Kill the mobs

Expected Result
No cobwebs are placed.

Actual Result
Cobwebs are placed.
