Blur levels below 10% do not appear to actually work

The bug

If Menu Background blur is set to between 1% and 9%, the background does not appear blurry at all.

How to reproduce

1. Change the blur slider to this range

Expected results

There would be blur when the slider is at 1% to 9%, and it would only be absent at 0%.

Actual results

Absent at all points under 10%.
