Drinking a single ominous bottle in survival doesn't grant bad omen with the correct amplifier

If the player drinks an ominous bottle with a high bad omen level, the effect won't be granted with the correct amplifier unless the stack is above 1.

How to reproduce

1. Get a single of ominous bottle of bad omen V.
2. Drink it.
3. Notice how the effect in the inventory displays at level 1.
4. Get a stack of the same item and drink it again.
5. Notice how the effect is now granted at the correct level.
