Unable to quick move Empty Bucket into Furnace

Reproduction steps:

1. Obtain an empty bucket.
2. Open a furnace.
3. Try to put an empty bucket into the fuel slot. This works beause smelting a wet sponge turns the empty bucket in the fuel slot to a water bucket.
4. Remove the empty bucket from the fuel slot.
5. Attempt to quick move the bucket from the inventory into the fuel slot by shift clicking on the bucket. Notice that this doesn't work.
6. Attempt to quick move any other fuel such as coal to the fuel slot. Notice that this works.

Expected Results:

The empty bucket moves from the inventory into the fuel slot when shift-clicked.
