Shulker instant teleportation

What I expected to happen was...:

After throwing a bullet at player skulker should  not teleport instantly

What actually happened was...:
In end cities Skulkers are instantly teleporting to another place when they throw a bullet at player. No new skulker spawns an they keep on teleporting until they cant find player.
