wither boss don't spawn

i was playing in my minecraft in survival and I tried to spawn the wither

wen I put the soulsand and the whither heads the wither don't spawn

i do every thing corect and the wither don't spawn. Iput me on creative and it also don't work

1. I put the soulsand

2. Then i placed the heads in the soulsand

3. Nothing happens
