Firework rockets can not be eaten when a food component is set

Firework rockets cannot be eaten when they have a food component set. Right-clicking will do nothing, and the rocket is still launchable.

Steps to Reproduce:

1. Get the following item:

   /give @p minecraft:firework_rocket[food={nutrition:1,saturation_modifier:1}]
   

2. Try and eat it

Observed & Expected Results:

- The rocket cannot be eaten, but can still be launched.
- The rocket would be edible, as unless you are looking at a block (to which then the rocket would be launched instead).

Notes:

This issue applies regardless of whether or not the player is currently looking at a block.
