Bows and crossbows with a food component set cannot be eaten in survival/adventure mode if the player has no arrows in their inventory

In survival and adventure modes, bows with the MINECRAFT:FOOD component cannot be eaten if there are no arrows present in the inventory. As item usage is not possible, you should eat it instead. Relates to MC-269655, MC-269631 and MC-145916.

Steps to replicate

1. /give @s minecraft:bow[minecraft:food={nutrition:4,saturation_modifier:0.1}]

2. Do not possess any arrows in the inventory
3. Be in survival or adventure mode
4. Attempt to eat the bow.

Observed behavior: Not possible.
Expected behavior: Should be possible.
