Telemetry Data scroll bar does not have a background

The bug

In places where scroller.png is used, scroller_background.png is also present behind it to demonstrate the extent of the scrollable area. For some reason, this is not the case in the telemetry menu.

How to reproduce

1. Enter any other scrollable menu
2. Enter the Telemetry Data menu

Expected results

In both cases, there would be a black background behind the scroll bar.

Actual results

In the latter instance, there is not.
