Iron Golem with no AI attemps to walk

When an Iron Golem is summoned with No AI, it attempts to walk (shown with the walking particle), when it obviously cannot. Other mobs don't exhibit this behavior.

Steps to Reproduce:

Run /summon minecraft:iron_golem ~ ~ ~ {NoAI:1b}

• The Iron Golem should be idle
• The Iron Golem shows a walking particle (the bug)
