The Mace does too much damage!

The mace is able to one shot a protection 4 netherite player from just 15 blocks. Falling just 7 blocks can 1 hit a player in simple armor. These heights can easily be achieved by holding the wind charge in offhand and jumping. 

 

Is this high damage intentional?
